Mr. Mann was appointed secretary of the State Committee on Agriculture. In 1917 he became dean of the New York State College of Agriculture, a position he held until 1931. From 1925-1931 he held the position of provost of Cornell University, vice-president from 1931-1937 and director of the General Education Board from 1933-1938. He was a member of the Board of Trustees of Hampton Institute from 1933-1938
